AWS RDS can change parameters using custom parameter groups. There are parameters which reqiured rebooting or not.

  • Apply type Dynamic - No reboot required

  • Apply type Static - Reboot required

• AWS CLI

  •       ## list parameters  
          aws rds describe-db-cluster-parameters --db-cluster-parameter-group-name test_parameter_group
    
          ## list parameters only with Apply type
          aws rds describe-db-parameters --db-parameter-group-name test_parameter_group --query "Parameters[*].[ParameterName,ApplyType]"
